Impossible to add payment method to Apple ID

Apple is so overprotective, which creates a nightmare UX to add a payment method. Here are my options:

1. I try to add my Payoneer USD card. It tells me it‘s invalid because I need to put in a valid USD number, which I don‘t have. I‘m a resident of North Macedonia.
2. I try to add my Wise EUR card. It fails because I need to input an EU phone number, but I don‘t have one.
3. I try to add my business Wise card registered in Estonia, but even that fails.
4. I try to connect to my Business Paypal account, but Paypal is not an option for Estonia.

Looks like I‘m closest to passing adding my Payoneer USD account, but even if I try with a dummy phone number from the US, I can‘t get the proper number format, and the system doesn‘t even hint to me what is the proper number.

All in all, this is a nightmare. I can‘t purchase any app from AppStore for years. I‘m extremely frustrated. 😤
