Error Message Credit card processing is temporarily unavailable. You may continue to browse the store.

I cannot setup a Child ID as I keep getting message 'Error Message Credit card processing is temporarily unavailable. You may continue to browse the store.' when trying to type in code sent to my phone. I am doing this on my iMac (Monterey) and have also attampted to do this via iPhone. I have read lots of blogs where this issue is common, but have not seen any fix? Can someone please help?
