App on home page that is a mystery

I’m visiting a friend who has a app on her iPhone 10 that she says is a mystery. It is a white circle dot that is movable and always there—not a widget or control panel—that when you click on it opens this (see attached image)…any suggestions on how to get rid of it(thanks)
