I know it is less than 18W because an HomePod mini connected to the back doesn't work, but I'm not sure what is the real power output. Can it charge a Macbook? An Apple Watch? At what speed?

From the Intel specification for Thunderbolt4 Ports the port for a host (i.e. computer) is required to deliver a minimum of 15 watts of power just like Thunderbolt3 did.
What any vendor decides to deliver above that is up to them but generally for power constraints in the computer itself, 15 watts is generally the standard.
So, basically you could charge your iPhone with it but as a power source, computer Thunderbolt ports are pretty anemic.
Why not find out for yourself? The mini isn’t a ready power source for anything you throw at it. Furthermore, if it’s not in the spec, it’s not disclosed.
Watch, sure. Book, it depends. Tesla, no way.
Also, the HomePod is supposed to be connected to the supply that came with it. The mini won’t play even if it needs 1W.
