I cannot pair my iPhone 11 to my iPad Pro - it says iPad is not supported, what do I do?

This is expected behaviour. What are you hoping to accomplish by pairing? While there are many functions that require Bluetooth to be enabled, they do not require pairing in the traditional sense.
