Cannot create new network interface

I'm trying to create a new network interface to connect to ethernet through an adapter. I click "Create a new service" and select the ethernet device, which shows up along with the other options for a new service. However, whenever I click create it doesn't actually create the interface. I can create any of the other services in the list except for PPoE. It's not a problem with the ethernet adapter as I've used it with this device before. How can I make a new interface for it?
