My wallet app doesn’t give a menu with the option to add a transit card when I hit the plus sign like it’s supposed to. The phone won’t let me delete and reload the app. What is wrong and how can I fix it?

I just solved this. I had been out of the country and even though my region in settings was correct, I reselected the correct region and the phone restarted. Then I reloaded the wallet app and the transit card option was there like it should be
