Your device has not given access to display your notes?

I'm getting a persistent error message when attempting access certain iCloud files [photos, notes, etc.] on the web with Advanced Data Protection turned on.

iCloud sends the request to access the files to my trusted devices as expected, I receive the request notice on my iPad and iPhone and authorise access in the usual way. However, it quickly responds with "Your device has not given access to display your notes" or photos or..

Turning off Advanced Data Protection returns iCloud drive to normal operation but as soon as I turn on ADP again, the above error returns.

Assistance in determining why granting access via my trusted devices is welcome.
