I use itunes download from MS store. I want to create an Apple ID with security question so i choose itunes to do it.
But i cannot create all the time.
After input verification code itunes page report like screenshot below.
How to create an ID Apple with security question ?

I don't recognise the language but perhaps Apple are trying to enforce two factor authentication for new accounts. Regardless the suggested action there is to contact iTunes Store support via https://apple.com/support/itunes/ww/, which may be better than this user to user support forum for your particular issue.
