MacOS Ventura 13.2.1 no system setting

Hi,


after applying the latest patch I have no system setting available over then just passwords.

I tried everything I found like a safe boot, etc, but nothing works.


Launching of a specific setting from command line does not work.


The system setting looks like:


Do you have any idea how to fix it, other than a clean reinstall of Ventura operating system?

Uninstall  all third party apps that are Cleaners/Optimizers/Anti-Virus/VPN and test.

all known to cause issues on the macOS



Besides your Safeboot as you mention above, to trouble shoot further you can:

—Test issue in another user (or guest user) account Change Users & Groups settings on Mac - Apple Support


  This will tell you if it a universal issue or isolated to your user/admin account. 



If no insight or resolve:


You can get a good look at your System config. and reveal conflicts or issues, you can download/run this trusted utility https://etrecheck.com  


If you need help interpreting the report you can post it here in its entirety in the "Additional Text" box in the editing toolbar below, in your reply.

you can reinstall the macOS on top of your existing macOS to sort anomalies—leaving your user data untouched.
