Confirmation codes and security codes blocked

I am unable to recieve confirmation codes or one time passwords or security codes from any app on my phone. I have an iphone 13 and just updated it to iOS16.3.1 (the latest update at time of posting). As a result of this I am locked out of my instagram account and my WeChat account. I can still receieve normal messages from contacts but no security codes. I also am unable to message myself. When i send somethiing to myself, it is a green bubble and I am not receieveing anything back. has anyone else had this issue before and if so how did you fix it.
