If someone finds a lost iPhone, should they return it to Apple

My son found a iPhone. I told him to leave it turned on so hopefully the owner would come to the location. If no one shows up, should we return it to Apple? Or call support? I want to teach my son to do the right thing. So keeping it is not an option.

Return a lost, locked iPhone explains, "If you found an iPhone that doesn't belong to you and you see a message that says that the iPhone has been reported lost or stolen, here's what to do."
