File Not Found / File Can't Be Found error in Ventura

Ever since updating to Ventura, macOS will sporadically tell me that a file "can't be found" when I go to open it. Usually is happens after a file has been copied or moved. Trying to open the file again works as normal, but this problem has caused a lot of software to fail, as they cannot find the settings files that they depend upon to function. Resetting NVRAM or PRAM occasionally works, but is neither a reliable, nor permanent, nor convenient solution.

If there are any solutions out there I would love to hear them, but this seems to be a pretty serious deeper problem with the OS itself and needs to be addressed ASAP

I'm on Ventura 13.3.1 on an M1 Studio Mac - I get this error a lot ! Its like the desktop file is corrupt.

It's messing with FCPX file imports trying to access media/photos/video I have dropped/imported from my camera cards.

Every time, on the second attempt to double click the same file, it opens normally...

We used to just rebuild the desktop file but that command has gone.

A friend has an M2 MacBook told me she also gets the exact same error in 13.3.1 and has not found a fix?
