Apple ID disabled

So my mom had to go to the ER and instead of returning home she was diagnosed with terminal cancer and given only weeks to 2 months top to live. All of our phones were on a family plan and she was doing the bills before as it was something she could do and was very good at♥️

Something happened and there were multiple strange charges on one acct. which we were told we needed to watch out for.

The acct. apparently turned out to be mine but they wouldn't/ couldn't reveal the name due to privacy laws but told it looked suspicious so we said yes! Please close/ cancel that account then!

Now I can't access the iTunes store or the App store. I can't update any of my games. I can't do anything on my phone anymore because it says the ID has been disabled!! I've had the same phone for years and I can't access apps that hold pictures of my mom on there before she passed because they need to update and I can't use the App store with my ID! I don't know what else to do now😢💔
