Reconnecting Apple Watch To Restored iPhone

Phone is currently frozen on apple logo. I can connect it to iTunes to be reset only, but there is no backup. Apple watch is connected to this phone. Owner wants to move the watch to a new iPhone.

Can I restore the original phone to factory and reconnect the watch so I can disconnect and move it to another phone which is on a different iCloud account?

Here are two ways to unpair your watch without the paired iPhone:

With a web browser, go to: https://www.iCloud.com and sign in with your Apple ID. Open Find My iPhone and select All Devices (at the top). Then click your Apple Watch, select 'Erase Apple Watch', and select Next until the device is erased. Finally click "X" next to remove your Apple Watch.

Then set it up with the new iPhone:
