No Apple ID and blank iCloud internet account after Ventura Update

I can't see my Apple ID in system settings. Also, when I click "internet accounts" and then try to open iCloud, nothing happens. The screen is blank. I've tried the safe mode reset, resetting my Apple ID pass word, I have no third party extensions, and I re-installed Ventura. What on earth is going on and what is the fix?

MacBook Air 13″, macOS 13.2

Did you try shutting down and restarting the Mac...


You needed an AppleID and psswd to post to these Communities— so something is working

I've tried shutting down and restarting, multiple times. I do have an Apple ID. I've checked on my phone and my computer is connected to it....it just isn't showing up in system settings in any way. It is not at the top of the system setting list. There is no unsigned Apple ID option there either. just nothing. I think it may be time to contact Apple directly.
