No Apple ID account after Ventura Update + unable to accept iCloud terms and conditions

RESOLUTION - Here is what worked for me:

I made a new admin user account on the my Mac and logged out and back in as that new user.

2. I skipped most of the setup and once I was able to get to the Desktop, I opened System Settings.

3. I was able to log into my Apple ID account from here.

4. I was then able to accept the "iCloud Terms and Conditions" in System Settings.

5. I logged out of AppleID.

6. I logged out of that account on my mac.

7. Then I logged back into my original account on my mac.

8. I opened System Settings and noticed that the accept "iCloud Terms and Conditions" part was gone, yay no more of that getting in the way.

9. A few seconds later, my Apple ID user showed up, YAY again!!

10. I clicked on my Apple ID and was able to see the menu. "Family" was not greyed out any more but "Devices" was not showing anything, so I signed out and back into Apple ID and also did a reboot.

11. Now my mac is showing under "Devices" in the AppleID menu and things seem to be working.
