Max volume when iPad connected to hdmi.

Hello,

I’ve seen a few questions about this and no good answers or replies. When I connect my iPad to a tv via hdmi cable. The volume output is at max and cannot be changed from the iPad or the tv. I have the latest update, I’ve completely shut down the iPad and restarted it. It’s not one app or website, it is any video. Any and all videos play at max volume with no control from the iPad or tv.
