If the Face ID and Passcode options are missing from your iPhone's settings, it may be due to only one reasons as I understand:
You have Restrictions enabled: If you or someone else with access to your device has enabled Restrictions, it may be preventing you from accessing the Face ID and Passcode options. To check if Restrictions are enabled, go to Settings > Screen Time > Content & Privacy Restrictions. If Restrictions are enabled, you will need to enter the passcode to access the options.

Just to be clear, you did this:
If that does not resolve the problem you probably have either Parental Controls enabled on your device (possibly from a parent’s phone), or you have a work or school email account on your phone and the administrator has blocked changing the passcode.
Mine still didn't show up after following these directions.....AND I reset it for good measure :(..... anyone else?
Thank you so much. I changed my crack screen and realized that PASSWORD AND FACE ID OPTION WAS MISSING. I thought it had to do with the new screen. There were over 3000, complaint in line about the missing app since the last software update. I was told to back up my phone and reset it . I decided to check more results. I successful restored the above app based on your instructions. I am incredibly greatful.

Face ID & Passcode under setting on my new iphone 15 that had pulled data already from old iphone. Please check below:
Settings > Screen Time > Content & Privacy Restrictions > Allow Changes section> Passcode Changes:
i changed from Dont allow to Allow. Applying this change helped to bring back Face ID & Passcode under Setting. I can now add my faceid security.
If you can’t unlock the phone it is unusable until you reset it to factory settings:

After restoring the phone using one of the methods above you can restore your most recent backup.
Then your phone does not support Face ID. iPhones support EITHER Face ID OR Touch ID, no iPhone supports both.
Face ID: iPhone X, XR, XS, 11, 12, 13, 14
Touch ID: iPhone SE (all generations), 8, 7, 6S, 6, 5S, 5C, 5, 4S, 4, 3GS, Classic

I hadn’t needed to update my Face ID until now due to me having on blue light glasses. And i must have changed the settings at some point in time.
(obviously lol). And thought I was going crazy because i wasn’t seeing it.
Just had this problem with my sons iPhone XR. As we manage his account through family settings we had some restrictions. I had to go into my family, click on his profile, screen time, content and privacy restrictions and password changes was blocked. Change this setting. I then closed my sons phone and opened again and the option was available. Then reset the passcode changes.
The first response listed above from SravanKra totally worked for me. I had provided feedback to Apple, and they mentioned screen time settings might be the problem, but didn’t point out exactly which setting to change. Now I’m good to go!

Face id & password are not in settings.
I’ve followed all instructions many times.
restrictions enabled/ but doesn’t ask for passcode.
I’m sure I used one. Then, there is no place to change anything as was suggested.
Anyway-I’ve changed so much from last update-ringtones all now the same or had to choose new text tones, bc many deleted.
i can’t get an app push notification to allow me to read on Lock Screen and then it’s just gone-I’ve missed several important events and so far just this app?????

my face id suddenly stopped working. I went through all the steps to reinstall it and then it says faceid is not available at this time.??
The passcode still works.
If you have a work email account on your phone it can have restrictions. Just the presence of a work email account gives your IT department control of security features on your phone.
As a check, go to Settings/General/VPN & Device Management. Do you see a profile for your work email?
