If the Face ID and Passcode options are missing from your iPhone's settings, it may be due to only one reasons as I understand:
You have Restrictions enabled: If you or someone else with access to your device has enabled Restrictions, it may be preventing you from accessing the Face ID and Passcode options. To check if Restrictions are enabled, go to Settings > Screen Time > Content & Privacy Restrictions. If Restrictions are enabled, you will need to enter the passcode to access the options.
Thank you so much., this face id and password setting was missing from my phone too, i have gone crazy, trying to change my passcode, but did someone have access to my account???
If you have a work email account on your phone it can have restrictions. Just the presence of a work email account gives your IT department control of security features on your phone.
As a check, go to Settings/General/VPN & Device Management. Do you see a profile for your work email?
If you have a work or school email account on your phone or the phone is under MDM (Mobile Device Management) the system administrator can impose stricter security requirements on your phone, including a stronger passcode, requiring periodic changes of passcode, and many other security-related settings.

Really interesting that you thought it worthwhile to repeat what has already been said in this thread a dozen or so times.
But yes, Thank You Apple for providing the outstanding security features of iPhones, including this one, which prevents a malefactor from changing your phone’s passcode unless they also know the Screen Time passcode.

Hi guys thank you for the incredible service. As suggested I took my phone to shop where I bought it and they replaced the battery. It’s now working perfectly. I really do appreciate the assistance you provided.
Just followed all your steps on my daughter’s iPhone 11 running iOS 17.2.1 and Face ID & Passcode did indeed become visible in Settings. But when she then initially tried to set Face ID up, we got “Face ID is Not Available. Try setting up Face ID later”, which popped up as she was doing the first scan on her face. Any thoughts?
My Face ID also stopped working suddenly today after an update last night… I have checked settings and have no restrictions turned on within screentime but do not even have “Face ID & Password” as an option within settings!
PLEASE FIX THIS!! I use key generated passwords for everything and it’s extremely impractical to not use the Face ID (bc touch isn’t an option bc no button on iPhone 15 pro) for logging in.

Thanks it was very useful. Someone advised me to active those restrictions and I forgot how to activate it again.
I do not have screen time turn on and still can no longer activate Face ID for Amex. The option is no longer available in setting for that app. What changed?
I’d like to set up Face ID (before it was in settings), I don’t know how it disappeared
