Just to be clear, you did this:
If that does not resolve the problem you probably have either Parental Controls enabled on your device (possibly from a parent’s phone), or you have a work or school email account on your phone and the administrator has blocked changing the passcode.

Just had this problem with my sons iPhone XR. As we manage his account through family settings we had some restrictions. I had to go into my family, click on his profile, screen time, content and privacy restrictions and password changes was blocked. Change this setting. I then closed my sons phone and opened again and the option was available. Then reset the passcode changes.

To check if Restrictions are enabled, go to Settings > Screen Time > Content & Privacy Restrictions. If Restrictions are enabled, you will need to enter the passcode to access the options.

Thank you. I did below to bring back the
Face ID & Passcode under setting on my new iphone 15 that had pulled data already from old iphone. Please check below:
Settings > Screen Time > Content & Privacy Restrictions > Allow Changes section> Passcode Changes:
i changed from Dont allow to Allow. Applying this change helped to bring back Face ID & Passcode under Setting. I can now add my faceid security.

Really interesting that you thought it worthwhile to repeat what has already been said in this thread a dozen or so times.
But yes, Thank You Apple for providing the outstanding security features of iPhones, including this one, which prevents a malefactor from changing your phone’s passcode unless they also know the Screen Time passcode.
If you have a work email account on your phone it can have restrictions. Just the presence of a work email account gives your IT department control of security features on your phone.
As a check, go to Settings/General/VPN & Device Management. Do you see a profile for your work email?
Thanks it worked for me now it is fixed I mistakenly hide the Face ID and passcode from content and privacy restrictions.
Go screen time —> Content and Privacy restrictions —> Paascode Changes —> Allow

If you have a work or school email account on your phone or the phone is under MDM (Mobile Device Management) the system administrator can impose stricter security requirements on your phone, including a stronger passcode, requiring periodic changes of passcode, and many other security-related settings.

If you can’t unlock the phone it is unusable until you reset it to factory settings:

Hi guys thank you for the incredible service. As suggested I took my phone to shop where I bought it and they replaced the battery. It’s now working perfectly. I really do appreciate the assistance you provided.
