Under Focus>Sleep>People I checked "Silence Notifications From" and have "Allow Calls from Silenced People toggled off. Yet, I'm still get calls waking me up in the middle of the night. Why?

If you go to Settings > Focus > Sleep > People, make sure you have Allow Repeated Calls off as well.
By default someone calling twice within three minutes would be able to call through.

If you go in to Settings > Focus > Sleep > People, do you have all the people listed in there that you want to have silenced? The "Silence Notifications From" setting will only apply to people listed on that screen.

I don't have any people listed there. I'm getting spam calls somehow breaking through both sleep mode and ringer set to silence on phone.
