The option to turn on or off location services for Facebook app is not showing in settings.
The Facebook app shows never for location settings, but when I try to change the options not available in my iPhone settings.
Delete the app and reinstall. When you launch it again for the first time, it should prompt you for permissions.
The FB app has been quite problematic. It's a resource hog as well. I would advise, if you must connect to the service, that you use a browser.
Seriously, no offense intended but the idea that FB has a dating service is... disconcerting. ;-)
Other, (largely random) things you might try: Reset your network settings under Settings>General>Transfer or Reset iPhone. If you really have time to kill, you could reset your settings. That might do the trick but it's annoying as all get out to have to redo all of your settings. Toggle location services off, restart your phone and turn it back on (bet you've already tried that).

Yes, apparently very problematic. ;) unfortunately, the dating option is only available on iPhones or tablets.
