how do I delete an app from Icloud? if I delete on my phone and go on the app store it still has the symbol to download

Apps are not stored on iCloud. The cloud symbol on the App Store only indicates that the app was previously purchased/downloaded and can be downloaded again. When it is downloaded again, it comes from the App Store, not from iCloud.
