Scrolling with arrow keys doesn't work Mac laptop

I upgraded OS with the recent fixes and now I can' scroll with arrow keys.

All the suggestions day this:

Thanks for posting in Apple Support Communities! It sounds like you may have change a setting. Let's check the following:


  1. "Choose Apple menu  > System Preferences, then click Keyboard.
  2. Click Shortcuts.
  3. From the bottom of the preferences window, select the checkbox “Use keyboard navigation to move focus between controls.”'


I get to #3 and I do not see a checkbox as noted and I cannot find that setting anywhere.

Can someone please include screenshots of #3 so I can find this setting?


Here is what I see after I choose "shortcuts" in step #2. (And by the way, the exact button says "keyboard shortcuts"

It is a chrome setting.


>accessibility> Navigate pages with text cursor needs to be turned off.
