Is there a way to stop Mail in OS X from removing leading spaces when rendering text/plain emails?

I was able to reproduce what you are seeing in Monterey. The effect isn't quite as pronounced as what you see, but it is there. Perhaps it is worse in Ventura.

I'm afraid the best you can do is try to file a bug report.

I don't quite get the issue...

however I don't see how you would effect how the Mail app is interpreting incoming mail.

Since the image was removed—maybe use a few words to describe the issue.

It looks OK on the iPhone. That first indent isn't quite as big as it should be, but it is definitely indented. So that's a good sign. All new development at Apple happens on the iPhone first. Then those changes get ported to the Mac. Mac Mail is really ancient and overdue to be junked and replaced with an iPhone version.
