How to download iPhoto metadata with photos?

When I take a photo on an iPad or iPhone and add a "caption" by clicking the (i) button, how can I download the photo and keep that metadata with the photo properties on Windows?

I've done it before and for some reason, it is not working for me now. I want to download from iCloud and be able to open the properties in Windows to view the captions. Attached it what it looks like when I was able to download the photos from iCloud and have the data follow through, but now this no longer works.

You can see info on downloading from iCloud for Windows to your internal storage on your computer here:


Take note of the section: "Note: If you edit a photo or video on your Windows computer, those edits don’t appear on your Apple devices or on iCloud.com. If you want the edited file added to iCloud Photos, upload it as a new file."


If you're editing in this metadata, it would need to be uploaded to as a separate file for those changes to be saved.
