How do I move contacts from an Account on my iPhone to iCloud?

I have 300 contacts on my iPhone in an account I labelled "Gmail".

I want to move all those contacts to iCloud and merge them with the 200 contacts I currently have in iCloud.

I found these instructions online, but they did not work:

1. Disable Contacts under Settings > iCloud
2. Choose to keep the contacts on your iPhone or delete them. 
3. Re-enable Contacts under Settings > iCloud
4. Confirm to merge all contacts with iCloud

I have an iPhone Xr with iOS 16.4.1
