I cannot delete, open or reinstall app

I deleted tiktok for my storage and it started loading a little and then on my home screen the app was still there a little and then got a little grey and after this i reset my phone after deleting it and then showed up but as this white thing instead of the logo and a black design on it and then I went to go and download it again in the app store and it said open and i pressed it and it didn’t budge like it didn’t even take me anywhere also i tried the things the people said to do but they were useless if anyone else has has this problem or knows what to do to fix this please reply!!
