Is your device updated to iOS 16.4.1? How to update to iOS 16 or iPadOS 16 - Official Apple Support

Is this occurring on Wi-Fi or cellular? Can you test by turning off Settings > Wi-Fi and using only cellular? Does it work then?

If it does, it would point to some issue with that network you are connected too.

If not, any other alerts or error codes you can provide in addition to that alert?
