can apple watch se 2nd gen (no sim model) have access to wifi networkss, while it is not coonected to iphone?

I'm assuming you mean if the phone is not nearby, correct? No matter what, Apple Watch MUST be paired with an iPhone in order for it to work. If that is what you meant, then yes, you can connect to Wifi if the phone is not nearby.
