Trying to setup an old iPad mini for a relative. Getting the can’t setup Apple ID at this time error. This iPad hasn’t been used for years and was freshly wiped so not sure why I’m getting this message.

As described, you may have exceeded the maximum number of new AppleIDs that can be created from a single Apple device…
An individual device can be used to create only three AppleID accounts. This is hard-coded in Apple’s back-end server infrastructure - and cannot be bypassed by the device. You can create another AppleID account, but not from a device that has already used its allocation.
This measure is intended to prevent account abuse.
