Applepay not transferring to bank account

Apple pay will let me enter the request but the "transfer" icon is dim and won't complete the transaction. I have been using apple pay for years with the same account. Tried turning off, restarting phone, turning apple pay back on and it remains the same problem. Also tried re-adding the bank account information. Still nothing.

That's exactly what mine was doing. Following Jeff's suggestion to:

force restart
sign out of icloud on iphone (and whatever else iphone tells you is required for that if you have lockdown mode enabled)
force restart
sign into icloud
force restart
attempt transfer

...is the process that worked for me.
