Unwanted "upgrade" to Ventura

I bought a Mac mini from OWC that OWC's web page said had macOS Monterey installed. I did not want Ventura because Ventura would not work with my audio interface. When the Mac mini arrived, it had Ventura installed on it. It took me weeks to install Monterey. Now I discover that it has Ventura on it again. I did nothing to have it "upgrade" to Ventura. Why is this happening and how do I prevent my Mac from installing Ventura? I absolutely do not want Ventura. Why is Apple forcing Ventura on me when I do not want it?

You would have to un-select automatic update...

I used to think Macs were better than PC's since my first Mac was much better than my last PC. Now, although I don't know how bad modern Windows PC's are, I have had far more trouble with my Mac mini than I ever had with my terrible PC with Windows ME on it. Anyway, I got Monterey back on my external hard drive and I don't know how it happened any more than I know why it said Ventura was on it. Digital technology is mostly a very serious problem for the world.
