Voice Memos stuck on downloading, then randomly wiped out entirely after turning off and on switch in apps using iCloud.

I have tried to get my voice memos to work on my iPhone 14 Pro Max, but they got stuck on downloading no matter how long. I tried toggling the setting in "Apps using iCloud" to try and fix the issue, but no avail, and making matters worse, all the voice memos on the iPhone randomly got deleted entirely as well. Is there some way these voice memos can be put back on the iPhone?

It sounds like your Voice Memos are missing. We know how important this is for you, and you’re in the right place for answers. Please follow these steps:

  1. On iPhone or iPad: Go to Settings > [your name] > iCloud and check that Voice Memos are on. 
  2. Please create a new Voice Memos recording.
  3. After you save the new voice memo, all of your voice memos are stored in iCloud and will automatically sync to your devices.
