I have a large number of photos that are from 10 years ago now they are stuck in recent's blocking out nearly all of my recent photos. I the Apple import app never worked from PC to Macbook air.
I back dated the PC to save the folders so the saved date would be sequential to the year and saved them to a thumb drive. Then I imported from the thumb drive to the mac book air.

In Photos each of the predefined albums has a fixed sort order, specific for then album. You can see the sort order, if you open the album, then go to the "View" menu and click "Sort". As the sort order is fixed for each album, we have to view the photos in an album that is sorted the way we want to see the photos arranged.
In your case, look at your photos in "All Photos" to see them sorted by the date they have been taken.
