Internet only access eSim for Apple Watch

So I am wondering, can I have a eSim for my Apple Watch that only access the internet without my phone near or connected to an internet, what I mean is having a normal eSim, but not having a number and that stuff and only have internet access for my watch, and I also want to still use my phone number to call and text people, and other stuff requiring my number, if you understand what I mean
