Wondering if Apple Support's article can help
Learn how to delete a message or a Messages conversation on your iPhone
Eg: says at the bottom of above article:
"Note: Deleted messages remain in your Recently Deleted folder for up to 30 days, and you can recover them.
To permanently remove a message, tap Edit (or Filters) in the top-left corner, tap Show Recently Deleted (or Recently Deleted), select the messages or conversations you want to remove, tap Delete, then follow the onscreen instructions."

About iOS 16 Updates - Apple Support says 16.5 is the latest.
(NB: It is a good practice to back up your data before updating iOS)

Troubleshooting Unblocked Callers:
The number is being unblocked. So, is there another Contact with this info?
Blocking Out Callers:
Use Malwarebytes Mobile Security. The free version blocks popups. The paid version blocks out known spam numbers, and lets you add your own and report items to the Developer. So, consider using it. Read the following post to see how to use this software: Blocked numbers - Apple Community
