Call forwarding only shows spinning wheel

I understand its call forwarding, however, call forwarding in settings only shows a spinning wheel. I’ve tried resetting the settings, updating the phone, turning LTE on and off and restarting the device on all occasions. Despite this i cannot make or receive any calls or send money through mpesa. This problem has been going on for almost half a year."
