No Wallet/Apple Pay listed in my iMac settings menu

Why is there no wallet/Apple Pay listed in my iMac settings menu? I have followed all the steps suggested to fix the issue - Settings-Screen time-Content and Privacy-App restriction, turned on Allow wallet, then restarted the computer, and still no Wallet in the menu... what else?
