How to View photos when not connected to the internet

It appears to me that I can only view my photos in the Photos app when connected to the internet. If I am not connected with wifi and tap on a picture, I cannot view it in full resolution. Is this the normal setup/process with the Photos app? If so, is there a way that I can download individual photos and keep them on my device or do I have to download all my photos?

How to download photos and videos from iCloud.com

If you want to save copies of your photos and videos from iCloud.com to your iPhone, iPad, iPod touch, or your Mac or PC, follow these steps.
On your iPhone, iPad, or iPod touch

1. On iCloud.com, tap Photos. 
2. Tap Select, then tap a photo or video. To select multiple photos or videos, tap more than one. To select your entire library, tap Select All.
3. Tap the more button  .
4. Choose Download, then tap Download to confirm. 
If your photos download as a ZIP archive, learn how to uncompress the folder on your iPhone, iPad, or iPod touch

How to download photos and videos from the Photos app

If you want to download a full-size copy of your photos and videos from the Photos app to your iPhone, iPad or iPod touch with iOS 10.3 or later or iPadOS, or your Mac with OS X Yosemite 10.10.3 or later, follow these steps.
On your iPhone, iPad, or iPod touch

1. Go to Settings > [your name].
2. Tap iCloud, then tap Photos.
3. Select Download and Keep Originals.

As you observed, "Download and Keep Originals" is all-or-nothing, but the opposite setting does not force photos into immediate optimization. If you trigger Photos to download the full-resolution copies of one or more photos by viewing them in high resolution or editing them (while connected to the Internet), Photos should leave them on your device unless and until it thinks that storage is getting scarce on your device.


Unfortunately, it is completely automatic, with no settings or indicators to let you know what is going on. If you can keep enough free space (whatever "enough" means to Photos), you will probably not lose the downloads, but you won't know you've lost them until you need them and they aren't there.
