How to export hdr photos from photos app

My iPhone 14 pro makes beautiful hdr (high dynamic range) images.

The iPhone's display has the dynamic range to display them correctly.

My MacBook Pro M1 Max's display can also show them in their dynamic range. That is to say in the Photos app. Once I export the image as JPEG or HEIC, even in Apple's own Preview app, the high dynamic range isn't shown.

Is this because the Preview can't display hdr images, or is the hdr information lost when exporting?

Is there any way to set a photo free from the Photos app and retain the original dynamic range?
