You don't grant access to the camera in the Instagram app. You open Settings > Privacy & Security > Go down to Camera and turn on Instagram there.

After the most recent update, there is not an option to allow access to all my photos on my photo settings for instagram. It has an option for the camera to allow all access. Everytime I try to upload a photo or a video from instagram, it continuously says to allow access to all photos. I can only post photos or videos from my phone to instagram. For facebook, it has the option to allow access to all my photos. Instagram keeps updating their features & it is causing more issues. I haven't updated my ipad & it still has the option to allow access to all my photos for instagram. So, I am not updating my ipad until Apple fixes this problem.
