iPhone 13 is not QI-wireless charging with Otterbox Commuter cover on. Without cover on it charges normally. I have had thicker cover than Otterbox Commuter on my previous iPhone 11 and it worked just fine. Pls advise and or fix the bug on the OS.

Thickness of the case does not tell you anything about the density of the case material. It is entirely possible for a case to be significantly thinner than another case, yet the thinner case can block signals because the actual material is more dense.
Ask Otterbox Support why their case is blocking signals while another case is not.

doubt it's a software bug or even something which could be resolved by software, material of the case would have a say
