I just switched to a new Mac Pro so I am able to use the latest version of FCPX 10.6.6.
I cannot find the broadcast safe filter anymore? Where is it gone?
Does FCPX apply it automatically now on export?

Hmmm. . . it is where it always was on my system:
Do you have some type entered into the effects search bar?

Right click on the effect and choose "Make Default Video Effect"
then you can apply it with the keystroke Option + E.

Found it, I can just make it my default video effect and then still add it via alt+e. Thanks! :)
Thanks, I can find it there! In the old version I could add it via Menu or keyboard shortcut. I think it was edit->add broadcast safe or alt+E on my keyboard.
Is it possible to create keyboard shortcuts to apply effects to a bunch of clips?
