Transfer file (not photo or video) to PC via Bluetooth

My phone (iPhone XR) has a file that I need to transfer to my computer (Windows 11 22H2 laptop) via Bluetooth. The phone and computer are already connected but I don’t know how to actually share the file. I see the file in the Files app on my phone but not in File Explorer on my computer

Bluetooth file transfer is not and never has been supported by iOS.

It’s not a photo or video, and I can’t use a third party app because my computers WiFi drivers are outdated. However, to update them, I need an Internet connection so I was told by Microsoft support to download the file on my phone and transfer it to my computer via Bluetooth since I don’t have another computer to download it on and Bluetooth doesn’t require an Internet connection (obviously) so again, it needs to be via Bluetooth
