Is the reason for this possibly that some kind of HP software requires macOS 10.14 Mojave or higher?
An AirPrint-compatible printer should in principle be able to work with an operating system as low as Mac OS X 10.7 Lion, but a printer manufacturer may provide extra software (necessary or not) for setup, ink management or similar purposes with higher requirements.
AirPrint per se would not need additional drivers, and should work if the printer and the Mac computer are connected to the same network (Wi-Fi router). AirPrint works with wireless (Wi-Fi) or wired (Ethernet) network connections.
Sometimes, it is possible to use a manual setup method, thus eliminating any need for special (setup) software. It may be more problematic if an ink subscription agreement is involved.

The HP OfficeJet Pro 8020e All-in One Printer is listed in About AirPrint - Apple Support (May 08, 2023) as a model supporting Apple's AirPrint technology.
It is interesting to note the requirements on page 58 in the User Guide:

Normally, as I mentioned earlier, one should be able to use an AirPrint printer without additional drivers/software. The reason for a higher system requirement could possibly be software for a special ink subscription agreement or a similar service from the printer manufacturer.
The best connection method with a printer like this could be via Ethernet to one of the LAN ports of the Wi-Fi router.
If necessary, you could perhaps check whether any setup or ink management operation could be performed via an HP Smart app on an iPad or iPhone (instead of doing this on the Mac, thus maybe allowing continued macOS 10.13 High Sierra use).
What year is your MacBook Pro? You need a 2012 or later MBP to upgrade from High Sierra.

The printer we're trying to install is HP OfficeJet Pro 8020e series.
Tried downloaded software to connect the 2 machines, but wireless & with a cord - no luck.
