don't know of any pdf apps which would fix that but a OCR app might

No. You can play with your screen contrast in System Preferences Accessibility, or even slip into grayscale to see if that improves the legibility of the PDF text.
if the pdf view the content as an image then no, then you need OCR
maybe you should elaborate what you feel enhancers provide in terms of service?
Old docs where the writing is hard to read because the ink is feint.
Try scanning them with a rather high resolution.

Yes I can. I have selected the whole page of a marriage register and copied it to Word. I tried to do something with it there but couldn’t. Should I be able to?
