How do I paste a cut out onto another image?

At this time, you cannot cut out a subject and paste it to another image. The Photos app does not have the capability of archiving that.  Furthermore, You can suggest this feature directly to Apple by leaving a product feedback here 👉Product Feedback - Apple

Copy & Paste Screenshots: Take a screenshot of something, and then select what need be in the Photos app. Then, open the image you want to modify and paste this selected item in to it. Next, save this as its own file (using the up arrow at the bottom-cent of the page) so the original file is not lost nothing is lost.
