I'm trying to set up a child's account, and to verify that it's me it is asking for the 3 digit CVV # for a credit card that I don't have any longer. Is there a way around this? Or to change the card on file?

You can change the payment information used with your Apple ID by following these instructions:
If you need to change or update your Apple ID payment method - Apple Support
Once you've done that, it should prompt you to enter the CVV code for the new payment method when setting up your child's account.
